ci, ci.branches scripts don't work #2

An initial look into this shows a few issues. The tar command references a folder in a directory structure that's different to the R.template assumed layout. Also, library(devtools) (as per R.profile) doesn't exist in CI.

Does this repo require artefacts to be uploaded

Should the scripts be corrected to work propery

We haven't worked out if this repo will interact with CI. It will be open sourced in the near future, which will complicate things.

@adefazio With this being an issue again today, can I either: a) remove the ci scripts? or b) make the ci scripts work?

@glasnt If you have any problems with the mirrors, I noticed that a lot of the R projects have repos='http://cran.csiro.au/' as the mirror, where it should be https not http.
