chore: auto assign gh issue templates to project

TASK: #2210

Description, Motivation and Context

Issues created from issue templates are now attached to Spark project (backlog) with the Needs Triage label.

Note: I tried to make it assigned to the Web team automatically, but this is not possible for now: https://github.com/orgs/community/discussions/86679

=> It means every issue we receive must be manually assigned to Web to appear on the Web board. Let's hope GH improves this.

Knowing this limitation, and as we early discussed this topic during workshop, I suggest we keep this as a draft and discuss on the strategy we would adopt for the web team, to be sync and able to communicate with the rest (Elisa + Thomas) :+1:

yes but our issue templates were already in place and not working, I am just fixing so that when Polaris devs fill them, it at least is linked to the Spark project.
