Add perl-time-parsedate to build #72

Allows use of BackupPC_fixupBackupSummary, which requires perl Time:ParseDate module.

Sorry did not intend to trigger a PR on your repo. I made some small changes to my fork to allow use of some of the utils (and to deal with the fact that I had an msmtp config but the log was not being created at build time).
