Add Terraform Configuration #1

This request adds exemplary Terraform configuration and instructions to automate the deployment of the Raft Backup Agent.

The matching Ansible code will probably follow in a separate request later on..

Should we rename terraform/terraform.tfvars.example to terraform.tfvars ? Otherwise we should include terraform/terraform.tfvars or *.tfvars to .gitignore
