missing tag in TO: #587

Gentlemen

Call from X-lite through opensips 1.5 to HTC Hero with sipdroid 1.5.5 beta
When using dialog function in opensips I get the error: missing TAG param in TO 
hdr.

Attached trace file shows, that the TO header has no TAG parameter. When 
calling from the sipdroid to the x-lite (this is the opposit way), then I don't 
get this error.
