EPIC: Implement tagging #20

Adding tagging functionality would greatly help IA / navigation / organization of content.

A first stab at an approach to this:

Tag edit/display functionality within the Library Catalog
Attaching tags to files using the appProperties property (https://developers.google.com/drive/api/v3/reference/files/update)
Indexing the tags during Drive scans, storing a transient extra copy in Datastore organized in a mode for efficient querying
Augmenting search to allow searching explicitly for tags

Product thoughts:

Look at Sam's Airtable for tag content ideas (tools, programs, etc.)
