Illustrate expenditure as percentage on reports #108

Can we also illustrate the expenditure as a % of the budget where we illustrate this in the reports, particularly total expenditure and expenditures per programme, district etc

From discussion with Fifi:

On cluster dashboard. Top middle. Add 'Total expenditure' as a percentage of 'Budget'. Use 'Total expenditure: Rx,xxx,xxx (xx%)'.

Top + Every programme + every disctict + planning + implementation
