Logistic Regression logregDist class Offset Penalized #1

boundoptLxStepwise and boundoptLxoverrelaxed currently penalize offset 
term, if present. Need to add additional parameter, offSetAdded; lambda 
needs to be a vector so that first entry can be set to 0. Expressions 
involving lambda need to be updated to accommodate the change.
