Allow transformers-0.6 #31

Tested using cabal test --constraint='transformers>=0.6' -w ghc-9.2.2

@ysangkok Sorry, for some reason I have missed this. I'll review next week and cut a release as needed.

Merging this as-it-is as I am planning to put a bit of TLC on this package anyway, also adding a cabal.project , CI support and stack.yaml.

@ysangkok threads-supervisor-1.2.0.2 is on Hackage now, and I have restored multi-GHC-version CI, this time using Github actions.
