It took me a while to realize that the APK needs to be activated (unpublished,
but activated)... that bit me for a few hours.

Try using a different user than the developer account owner. Try on a different
phone.

I have had (still have) exactly the same issue. I have done everything right as
far as I can see, and in fact with the billing code included in a test app, it
all works. But exactly the same code in the real app doesn't. Test purchases
work fine, everything has been signed and uploaded, loaded to phone etc.
Uploaded app is activated, in-app (managed) item is published. I've given the
Google server over 24 hours to replicate everything. Still won't work with real
purchases. No idea why.

This must be a new bug in Android as I have THE EXACT SAME PROBLEM. I have
signed the application with non-debug key. Uploaded it to Market, added in-app
products, and published the in-app products. The product name matches as
documented with Logcat messages. The same signed application was then loaded
onto phone using adb. android.test.purchased works, but passing a product ID
results in "product unavailable". Also, the test account is not the developer
account and is a gmail account set up on a phone that was hard reset to the
gmail account. The test account is listed in my developer profile.

The first time I set this up about 2 weeks ago, it worked. I then did some
modification to my code, recompiled, repeated all the above steps and now it's
not working. I have since repeated the everything several times and hard reset
the phone with new test accounts but it is not working..
