With "waiting for" do you mean "dependent of" type of thing? That is that one
task need to be completed before another can be started (thus waiting FOR)
I know this feature is discussed for Tracks (which might make it easier to
implement in Shuffle after it is completed).

It's not as complicated as that. It simply means that it's an item that's not
actionable because you've delegated it to someone else. David Allen recommend
keeping such items separate rrom actionable item lists.
W/F items are not projects or contexts, but putting them in projects and
contexts would be useful. They should be hidden unless explicitly viewed, so
they act something like a list of items under a special kind of context.
