Update tutorial notebooks #82

Tutorial notebooks have been cleaned up and linked on the README and documentation.

LGTM. Longer term, I think we still want two separate notebooks for downscaling and forecasting. Most folks coming into the repo would likely want to see an independent end-to-end workflow for each task.
