Separated for forecasting and downscaling tasks

Converting this PR to a draft because we should wait until #81 is merged. It will introduce lots of changes to data loading that will need to be explained in the tutorial notebooks. Plus, we can push a new release to PyPI so that the notebook imports actually work.

Also adding @aditya-grover as a reviewer since he left some comments on the last iteration of the tutorial notebooks.

Closing this PR since these notebooks are out-of-date with the version of the package currently on the main branch.
