Add Punjabi language support to `i18n`

What does this PR change? What problem does it solve?

This PR ads Punjabi language support to the theme. I've tested it on my personal website. This includes both eastern Punjabi (ISO code pa) and western Punjabi (ISO code pnb).

Was the change discussed in an issue or in the Discussions before? No.
