Overview

Bumped npm to ^8.0.0 and node to ^16.0.0.
Created eslint, stylelint and typescript shareable configs in scaffold.
Removed app and coreui projects for now. Will make a follow-up PR based on this branch and add them back.

Testing

Manual testing
Configs work fine, at least on so much code this branch has.
