Allocation Time Period isolation #286

The isolation feature for Allocation (Funding Record) Time Period does not open the panel. It seems that if a user requests the panel be isolated it should also toggle the show/hide feature.

If panel is collapsible and is collapsed, clicking the isolation button should also open the panel.
