Support Acquisition Information #204

Implement support for ISO 19115-2 acquisition information elements. These elements are defined in ISO 19115-2 and XSDs exist for both -2 and -3 implementation of ISO19115. The class model and definitions are not included in ISO19115-1 documentation.
