Update Spatial Reference System #247

Updates to Spatial Reference System. Based on 19115-1 2020 amendment.

[ ] Add metadata>resourceInfo>spatialReferenceSystem[]>crs
[ ] Add constraint: referenceSystemIdentifier or crs is required. Maximum of 1.
[ ] Add element: metadata>resourceInfo>spatialReferenceSystem[]> -coordinateEpoch

NOTE: CRS removed as a requirement. See comments.

crs is a custom spatial reference system description, as defined by ISO19111. The project previously decided not to support this due to effort and lack of demonstrated stakeholder requirements. Is this still true?

Users have affirmed that support of custom reference systems is not needed. namespace codelist will be updated to include additional crs hosting sites relative to reference system identifier.

It has been determine there is no discernible requirement for custom reference systems documentation in mdToolkit and there are already means to reference a custom reference system. For instance, utilizing the existing referenceSystemWKT element, or, reference a site designed to document CRS and reference it via referenceSystemId and namespace.
