Updates to Spatial Reference System. Based on 19115-1 2020 amendment.

[ ] Add metadata>resourceInfo>spatialReferenceSystem[]>crs
[ ] Add constraint: referenceSystemIdentifier or crs is required. Maximum of 1.
[ ] Add element: metadata>resourceInfo>spatialReferenceSystem[]> -coordinateEpoch

Note: question in mdTranslator repo regarding mapping of crs

This amendment is referencing a new ISO standard 19111 to describe a custom geospatial reference system. The project has determined that there is no discernible requirement of this capability in mdToolkit and therefore CRS will not be implemented. Also the relate coordinatEpoch, which also reference 19111 will not be implemented. The constraints surround crs implementation are likewise irrelevant. Users do have the ability to document a CRS in referenceSystemWKT or on an external site and reference it by namespace and reference Id.
