This PR replaces the following

Changes

Increment version to 2.18.4
Added support for the external contact identifiers in the HTML writer
Checks to see if scopeDescriptions exist
Checks to see if extents exist
Remove hardcoded series value
- Replace with retrieved value from hDataQuality
