Compile extension against postgresql 16 and older versions #73

The extension https://github.com/adjust/parquet_fdw as of date of writing does not compile with the PostgreSQL 16+ . Proposed modification are in git diff format in file parquet_fdw_16.diff.zip attached to the issue.
