And using the 'required' rule: https://sagebionetworks.jira.com/wiki/spaces/SCHEM/pages/2645262364/Data+Model+Validation+Rules#Required-Validation-Type

I think what we're looking for is: #ModeladStrainAnimalMetadataTemplate required in the "Validation Rules" column and False in the "Required" column.

We also need to add "ModeladStrainAnimalMetadataTemplate" to the template_config file so that a test manifest can be generated.
