This update configures the ADL LRS to accommodate changes made in xAPI 2.0.

Added Context Agents and Context Groups as new object types within the context property
Adjustments to timestamp handling (supports RFC 3339 and time zone/UTC conversions) and duration conversions for comparison
LRS responses now track the Last-Modified header for Statement objects
Assorted improvements and extensions to statement processing and request handling
