xAPI Verbs and HTTP #1058

While there aren't core verbs in the xAPI Spec, there were a collection of "SCORMlike" verbs established early in xAPI that have seen wide use in practice. These verbs have identifiers that begin with http: rather than https:. ADL would like these verbs to resolve, and the lack of https isn't allowed by the US Government for adlnet.gov. No real action on this at this time, but at some point in time (such as 2.0 release), the merits of updating the identifiers vs. giving up some interoperability will need to be discussed.

If we're discussing this around 2.0, we might even want to discuss adding a rule that http and https identifiers be considered as equivalent. A relatively common cause of errant activity id proliferation is using http and https interchangeably. Other common mistakes are using 'www' inconsistently and inconsistent capitalization.
