Clarify Handling of globalAssetId and specificAssetId (Constraint AASd-116) #266

What?

Constraint aASd-116 was introduced for discovery operations. Discovery operations allow to search for globalAssetId and specificAssetId using the reserved name "globalAssetId".

see https://github.com/admin-shell-io/aas-specs/issues/390 for decision proposal and handling of error codes for "create new AAS operation" and similar operations.

Decision Proposal TF AAS API 2024-03-27 It is sufficient to make Part 1 Metamodel clearer, so for API this issue can be closed.
