I've run into this issue myself. I don't think 𪜶 is the only one, unfortunately. 𠢕 is also missing, which is used to write “good morning” in the MOE standard, I think.
@kenlunde Is there any chance that the MOE characters can be included for the next release? There's a well-defined list of them, and they're all encoded in Unicode already.

I am aware that 𪜶 (U+2A736) is not in section 1 or 2 of CNS 11643, and is mentioned already in #222. However, this character is one of a handful of 漢字 preventing Source Han from supporting all of the standard 漢字 used by the Ministry of Education to teach 臺灣閩南語. It is composed of two very common components, in common configuration, and would round out the standard set (in that MOE document, they use a PUA codepoint because the standard codepoint is relatively new).
