Remove IPA_LIGATURES lookup #221

The IPA symbols ʣ ʥ ʤ ʨ ʦ ʧ were superseded by the sequences with the tie marks, they should not replace the symbols that superseded them.

This is already addressed in the source files and will be addressed in the next release.
