Tooltip for tools in the Toolbar flashes before displayed #3638

GIF video won't capture this flash. So, please try. Mouse over to a tool in the toolbar. The tooltip flash a fraction of a second before being displayed. Mousing over the second time won't make it to flash, but click the title bar and come back to the toolbar, it flashes again. It appears to be Mac only.

I think I have better repro steps. Try moving your mouse from above the "libraries" panel header on top of it. This causes the tooltip to flash once right where the mouse is, and then it disappears and comes back below the mouse.
