Two undos needed to undo layer size change #3716

  1. Create a rectangle
  2. Change the width in the Transform panel.
  3. Cmd-z to undo.

Result: nothing. Cmd-z again undoes the change.

This seems specific to the transform panel. On-canvas transforms don't have the same issue.
