Clipping over color swatch is fixed
Clipping of focus highlight is fixed

@chadrolfs to comment on this PR with the remaining issues

Issues seen: [ ] checkerboard transparency is off (seen by cory) [ ] Appearance Stroke clipping [ ] Effects color picker extra white on the bottom of some effects on Win 1x, on Mac retina same effects are clipped on the bottom (screenshots below)
