Use new preferences system #55

This PR enables the new preferences system (finally no deprecation warnings any more in the console). Old prefs are not converted.

@alltom Please wait for adobe/brackets#7415 until you merge that. After it's merged, we can even convert the old settings.

@SAPlayer and @alltom adobe/brackets#7415 has been reviewed and merged. Those changes will be in Sprint 38.
