Add support for 𝚖𝚎𝚝𝚊 table #374

OpenType font has an optional table meta for metadata. With this support any font built via AFDKO will be allowed to insert this table.

This table should certainly be supported by the that feature file syntax, and makeotf in particular. I see that fontTools already supports this table for red/write from ttx file

The UFO spec has a lib key for the meta table https://unifiedfontobject.org/versions/ufo3/lib.plist/#publicopentypemeta.
