Add bower.json #10

Fixes #9. I modified this from the package.json file. They are very similar in format; it will be nice if the versions on the two can be kept in sync.

Thank you! I was just about to look this up so your PR is super timely. Yes, I will keep them in sync. Also I'll fix the license type in a minute (we use Apache-2.0, not BSD; it looks like I screwed that up in the original package.json too....)
