Include a 'bower.json' file #9

The lack of a bower.json prevents it being registered in the bower registry and causes some tooling to fail to recognize it when installed using bower.

Since I do not use bower I do not know whether/how a bower.json file differs from the package.json file we have in the repo. Feel free to submit a pull request and I'll add it in!
