releng - Fallback to legacy peer dependency check

Description

• With npm 7+ and the new package-lock.json format, peer dependency checks got stricter and are enforced.
• Unfortunately there is an issue with peregrine 11 which requires react 17 and apollo 3.1.x, while apollo 3.1.5 (latest) only works with react 16.
• Since these peer dependencies cannot easily be fixed, we can force npm to fallback to the old peer dependency behaviour to fix the failing CircleCI build.
