Ensure that installing the AEM Developer Tools brings in a recent enough version of the Sling IDE Tooling #23

As seen in #13 , it's possible for a new version of the AEM Dev Tools to coexist with an old version of the Sling IDE Tooling. We should make sure that when installing/updating the AEM Dev Tools we pull in a 'recent enough' version of the Sling IDE Tooling.
