Add paragraph tags to block divs when they are missing #44

Expected Behavior

The HTML markup produced for blocks should always contain a block level wrapper element (p tag) inside of the div

Actual Behavior

The html pipeline doesn't do this, and can't be easily modified due to backwards compat.
