Avoid parsing proxy configuration globally

The proxy parses its config globally even when not used breaking the deploy script

Not sure how I managed to change the lock file

It appears same is true for proxy dependency? Could we move it as well?

There are few potential improvement we can de here but the goal was to fix the bug and unblock the testing.
