Migrated from CircleCI to GitHub Actions. Tests are now run in more combinations: On Mac/Windows/Linux with Java 8/11. For this to work, the Angular tests are now run using Puppeteer. The tests are run on every commit.
Set up a GitHub Actions workflow for publishing the archetype to the Central Repository. On every commit to development (the default branch), a snapshot deployment is made if the version ends in -SNAPSHOT and a full release to Maven Central is created if it doesn't (assuming all tests pass). The release workflow is outlined in the README.

Updated the Maven commands in the README. As far as I am aware, if no archetype version is specified with the archetype:generate command, the latest one will be used. This should make https://github.com/adobe/aem-spa-project-archetype/pull/101 redundant.
