Added localized strings available into respective locale dirs.

Motivation and Context

Added localized strings available into respective locale dirs.

How Has This Been Tested?

Manual tests to switch device locale to de-DE and observing strings.
We will provide screenshots for the SDK UI to the localization team and rely on localization team for verifying translations.
