Description

Update to AGP 8.2 and use aep-library plugin for assurance library build.gradle.
Switch gradle files to use Kotlin DSL
Update Make file to latest javadoc task
Update circle ci to use jdk17 required for AGP 8.2
Switch to using core 3.x snapshot artifacts.

Motivation and Context

Prepare for the 3.x version of the library to be aligned with Core 3.x

Update to AGP 8.2 and use aep-library plugin for assurance library build.gradle.

How Has This Been Tested?

Ran the build for assurance library and test-app. Verified with a sample session.
