As an administrator, I would like the ability to lock down my site using the existing authoring tools.

While DA has supported authenticated sites since January, this was authored via the Cloudflare UI. Now that config is a first class citizen, we need to pivot to reading that config instead of the custom format.
Criteria of acceptance
An administrator can use the config view to set admin.role.all.
