Implement Block Collection based on-boarding #35

As an {engineer|pm|creator} I would like the Dark Alley on-boarding process (/start) to use Block Collection as the starting point for all new projects so that I can build a site quickly without any code.

Criteria of acceptance

  1. DA uses block collection to bootstrap a new project
  2. Block library is pre-populated
  3. Nav, Footer, and demo page is created
  4. Block Collection site sample exists somewhere publicly so we can scaffold content from it.
