Hide/Show create DitaMap option from folder context menu

Added changes in folder-options.ts to hide/show the create DitaMap options.

Motivation and Context

This use-case has been implemented to be able to hide or show the Dita Map option under Create in folder context menu on the basis on user role/permissions. User with groups assigned as authors should be able to create DITA maps, for other non-authors users this option would not be visible.
