[importer] Support local delivery of Universal Editor configuration files for html2jcr extension #2366

For the HTML2JCR extension, we need the Universal Editor configuration files to get the available component information for the JCR structure. These configuration files are usually part of the same GitHub repository used for the AEM importer. For convenience, it would be useful to serve these files from the local filesystem, as with import.js, for example.
