[bulk] Publishing a single un-previewed resource with bulk selection fires an error #696

Fix #695

The 404 when publishing (i.e. resource not previewed) case is managed when selection has more than 1 item but not when a single item is selected (different code handling one vs multiple). This PR applies the same logic for a single item (warning dialog with same message).
