Load config.js from outer CDN #246

Today, the bookmarklet is still loading the /tools/sidekick/config.js from ref--repo--owner.hlx.page, even though most projects have been migrated to Helix 3. In anticipation of the retirement of Helix 2, and in order to align with the way the sidekick extension is loading the config, the bookmarklet should also load it from the outer CDN (ref--repo--owner.hlx.live).
