Use case: an author opens the preview or live URL of a page that wasn't previously previewed or published - being able to launch the sidekick in this case would help guide them in their next steps:

if it's a page with a valid helix resource: "reload" in preview, or "publish" in live, or jump to the editor
if it's an invalid helix resource, the sidekick could make this known to the author
