feat: add isEnabled to pluginButton

Fix #38 Fix #270

• added isEnabled to pluginButton config
• sidekick now adding plugins on contextloaded instead of statusfetched
• plugins will re-evaluate themselves on statusfetched

Will adjust the failing tests (plugins are now rendered, but buttons stay disabled based onisEnabled's return value)
