feat: ims handler #363

Adds an authentication handler that reacts to the presence of a Bearer token in the Authorization header. if the token is recognized as an IMS token, it will be offline-verified and the payload be returned as authentication information.

I may add filters later for certain IMS client IDs if the UI team is able to provide them
